Komeito Advocates?
Their Phantom Image of "Complete Neutrality"

"The present confused world situation is adding a marked degree of
tension. On the other hand, the internal situation is as stagnant as ever,
and there continues the repetition of irresponsible government without
the control of the people. We are much afraid that if this continues, Japan
will be sacrificed in the violent East-West confrontation.
The greatest sage of Japanese priests, Saint Nichiren, in his work
'Rissho Ankoku-ron' says: 'After all, the peace of world and the security
of the nation are matters about which both sovereign and subject, and all
the populace thinks'. The State prospers on the basis of right doctrine,
and the right doctrine is holy by virtue of the people.
We are strongly convinced that this thought of absolute peace of Buddha's
law, that is, the great idea of obutsu myogo is the only way by which the
world can be delivered from the fear of war.
We now declare the formation of Komeito, within and without. Komeito
makes obutsu myogo and Buddhistic democracy its fundamental idea, and we
will cleanse essentially the political world of Japan, establish the foundation
of parliamentary democracy, take root deep within the people, and plan
for the realization of the people's welfare.
Thus, we solemnly swear before the people that our supreme goal is
to ftght courageously, from the position of global nationalism, for the
establishment of a permanent peace-keeping organization in the world.
We declare the above.
Komeito

Neutrality is not preserved by a piece of announcement or declaration
of neutrality. To the contrary, from the standpoint of the international
situation, more severe demands than at the present will be made.
It is questionable whether or not Komeito has the policies and determination
to endure. There is nothing so dangerous as advocating "neutrality", if
it is only a matter of riding the crest of the wave of "neutrality." It
will not only mischievously throw international society into confusion,
but could even lead our nation into destruction.
Of course, it is the mission of statesmen to exert all possible efforts
and stand any kind of trial in any difficulties to find the course which
our nation is able with pride to follow, and even if it is natural to interweave
policies of his own party, in this regard, in the activities of Komeito
there is an element of uneasiness.
That is to say, Komeito in severe confrontations with both the Liberal
Democratic and Socialist Parties, till now by mediating so as to seize
the "casting-vote", have tried to interweave their own party's policies.
As a weak, minority third, political
power 's campaign strategy this is probably natural, but such policies
and their utilitization are very difficult to make compatible and consistent.
For this reason, in the transfer of political ideas to policy and action,
the important goals are often forgotten-and this is the cynical part of
it.
On this point, among the various policies of Komeito, especially this
"complete neutrality" policy, as well as the wording itself, there is a
vagueness, which represents in typical form, the underlying ambiguity of
the various internal and external policies of Komeito, and if they took
political power and were confronted with international political reality,
there is the possiblity that the most serious and important goals would
be lost.
Even more, their being the "Soka Gakkai political party", and as one
variety of a religio~political party, this may be nothing more than holding
up high words and ideals. As to whether this can be realized, or concerning
the problem of under which political system it can be realized, perhaps
they may think there is no real need to make a responsible answer.
Whatever the case, they cannot express anything except in this ambiguous
form, and in the first place, the words, "global nationalism" are words
which in themselves are ambiguous. This shows clearly the emptyness
of content of Komeito. Just focusing to the mass dimension their slogans
of "complete neutrality" and "equi-distant neutrality" can be considered
as nothing other than a retreat into elementary geometric expressions.
